  1. There are many factors to this event.
    1. Too many people who could have left didn't
    2. State & lacal government failed.
    3. The federal government failed.
    4. Most importantly, the people themselves failed by choosing to believe that their lives were someone elses responsibility.

    One case that comes to mind is the woman who left her home but filled her bathtub and every pot, pan and container she had with water. She left her home open with a note stating that anyone who found her supplies were free to take what they needed.

    She had the very simple foresight to prepare while the masses did not.

    There is no substitute for preparedness. It is up to us, not the goverment to save ourselves.
